Who Qualifies for the S$60 Concessionary Rate?

The concessionary rate supports families needing additional help due to specific caregiving circumstances. To qualify, you must have an eligible person living at the exact same NRIC-registered address.

1. Young Child Scheme

• Eligibility: The household includes a Singapore Citizen child below 16 years old.
• How it applies: The concession starts automatically. If you are the parent, it begins on the child's date of birth. If you are not the parent, it begins on the date you add the child as a household member on the FDW eService portal.

2. Elderly Person Scheme

• Eligibility: The household includes a Singapore Citizen (or qualifying Permanent Resident) aged 67 years or older.
• How it applies: The concession starts automatically when you or your spouse turns 67. For other elderly family members (like parents or grandparents), it applies automatically when they turn 67, provided their NRIC address matches yours and they are properly listed as a household member on the FDW eService.

3. Persons with Disabilities (PWD) Scheme

• Eligibility: The household includes a person aged between 16 and 66. They must be certified by a Singapore-registered doctor as requiring help with at least one Activity of Daily Living (ADL), such as washing, feeding, or moving around. The care recipient must be a Singapore Citizen (or a Permanent Resident with an immediate family member who is a Citizen).
• How it applies: Unlike the child or elderly schemes, you must actively apply for this concession through the Agency for Integrated Care (AIC). It is highly recommended to apply online using Singpass via AIC's eFASS portal for a faster approval time. Once AIC issues a recommendation letter and approves the application, MOM will automatically apply the lower levy rate to your bill.
